The article states, in part:
"Before one of the largest as well as one of the most representative audiences that Carnegie Hall has held in its long history, Governor Smith and his predecessor in office, ex-Governor Nathan L. Miller, debated last night the proposal for a $100,000,000 bond issue to meet the State's vital needs for permanent public improvements which is to be submitted to voters in the general election this year for ratification. Governor Smith took the affirmative and ex-Governor Miller the negative, while another former chief executive of the State, Charles E. Hughes, refereed the oratorical bout, which lasted more than three hours."
